【摘要】:ThisguidewillhelpusersanswersimpleandfundamentalquestionsabouttheLNAPLoccurrenceandbehaviorinthesubsurface.Itwillhelpuserstoidentifyspecificrisk-baseddriversandnon-riskfactorsforactionatasiteandprioritizeresourcesconsistentwiththesedriversandfactors.Thesitemanagementdecisionprocessdescribedinthisguideincludesseveralfeaturesthatareonlyexamplesofstandardizedapproachestoaddressingtheobjectivesoftheparticularactivity.Forexample,Table1providesexampleindicatorsofthepresenceofLNAPL.Table1shouldbecustomizedbytheuserwithamodifiedlistofLNAPLindicatorsastechnicallyappropriateforthesiteorgroupofsitesbeingaddressed.ThisguideadvocatesuseofsimpleanalysesandavailabledatafortheLCSMinTier1tomakeuseofexistingdataandtointerpretexistingdatapotentiallyinnewways.TheTier1LCSMisdesignedtoidentifywhereadditionaldatamaybeneededandwheredecisionscanbemadeusingexistingdataandboundingestimates.ThisguideexpandstheLCSMinTier2andTier3toadetailed,dynamicdescriptionthatconsidersthree-dimensionalplumegeometry,chemistry,andfluxesassociatedwiththeLNAPLthatarebothchemical-andlocation-specific.Thisguidefosterseffectiveuseofexistingsitedata,whilerecognizingthatinformationmaybeonlyindirectlyrelatedtotheLNAPLbodyconditions.ThisguidealsoprovidesaframeworkforcollectingadditionaldataanddefiningthevalueofimprovingtheLCSMforremedialdecisions.BydefiningthekeycomponentsoftheLCSM,thisguidehelpsidentifytheframeworkforunderstandingLNAPLoccurrenceandbehavioratasite.ThisguiderecommendsthatspecificLNAPLsiteobjectivesbeidentifiedbytheuserandstakeholdersandremediationmetricsbebasedontheLNAPLsiteobjectives.TheLNAPLsiteobjectivesshouldbebasedonavarietyofissues,including:Potentialhumanhealthrisksandriskstorelevantecologicalreceptorsandhabitats;Specificregulatoryrequirements;andAestheticorothermanagementobjectives.ThisguideprovidesaframeworkbywhichusersspecifybenefitremediationmetricsthatareconsistentandachievablegiventheconditionsoftheLCSM.Guidanceisfocusedontheinformationneededtomakesounddecisionsratherthanspecificmethodsorevaluationsthatmightbeusedinderivingthatinformation.Thisguideisweightedtowardfielddataratherthanmodeling,thoughmodelingisclearlyrecognizedasausefultoolingeneratingscenariosandbracketingconditionsoftheLNAPLbodyconditions.LimitedexamplesofsitespecificdatausedtodeveloptheLCSMareprovidedinAppendixX6.Bydefiningspecific,measurableattributesofremedialactionsactinguponanLCSM,userscandeterminewhichactionsmaybefeasibleandwhichlikelyarenot,usinganevaluationofaconsistentsetoffactorsandexpectations.AsoundLCSMwillleadtobetterdecisionsaboutremedialactions.ThesitemanagementdecisionprocesspremisedontheLCSMisintendedtoresultinmoreefficientandconsistentdecision-makingaboutLNAPLriskevaluationsandremedialactions.ThecomplexityofmultiphaseLNAPLissuesandthewidevarietyofanalysisandinterpretationmethodsthatareavailablehasleadtouncertaintyindecision-makingregardingsiteswithLNAPLandhassometimesresultedinmisleadingexpectationsaboutremedialoutcomes.CurrentriskassessmentmethodsoftenassumetheLNAPLisaninfinitesourceofchemicalsofconcern.Theremediationdecision-makingmaybebetterdefinedbyconsideringtheLNAPLasthesourcematerialforchemicalsofconcernbyexplicitlycharacterizingthechemicalcompositionandphysicalcharacteristicsoftheLNAPLbody.WhenLNAPLpresentsthemainsourceofrisk,theLNAPLshouldbetheprimarytargetof......
